Help lowing hydrocabons

My 1986 Ranger with 211650 miles on it has twice failed California smog tests because the hydrocarbons were too high. After the first failed test I replaced the PCV valve and spark plugs. Any suggestions would be much appreciated.

plugs but no cap/rotor/wires?
 
I have heard guys say they pulled the spout and that made it pass.
