This is leaking coolant from the shaft but only when the vacuum line is hooked up. Not too sure what it is or what it does but it seems to be a coolant valve for the heater core.

Is this part available aftermarket or is it a dealer only item?.

So I'm thinking its some sort of bypass valve for the heater core as that's where the 2 top hoses run.

But why would you want to bypass that?
 
That is a heater control valve. Most parts stores have them in stock or can have them the next dat. They are cheap too.
