Help! Got a CEL but no signal at diag. port?

Ok i have a '99 xlt 2.5L 5 speed. As the title says my CEL came on yesterday and my truck is sputtering stalling and hesitating, hooked up 3 different scanners and none are getting a signal from the port. I chased the harness as far as i could but didnt see any breaks or loose plugs. What should i do? Any help is greatly appreciated.

Replace the fuse for your DLC (Data Link Connector)

Fuse number 17 in the interior fuse panel. Its a 25 amp mini fuse.
