HELP ! 87 2.9 ranger flooding problem

ok iv got a 2.9 i installed into my ranger and converted it to 4x4 with a eb d44 and 9 in replaced the 2.9 in it with a better running engine,other one lost oil pressure and collapsed lifters . so anyways i put this engine in it fired it up and its run ruff. looked it over ok broken spark plug replaced it dident really change. did a compression check was around 175 per cyl so good their used my spark plug pliers and pulled wires until i have no difference on #1 pulled plug it was white so it was lean to no fuel, so i pulled the fuel rail and injectors. and wouldn't ya know it rust fell out the rail and injector, so i had another 2.9 that ran good just lost oil pressure and got hot and collapsed lifters. so i pulled the rail and injector set and put it in my truck re assembled it and fired it up no leaks run just tits so i let it idle for around 15 min. then i herd it rev like someone stuck their foot on the accelerator peddle, hmmmm then it kinda stayed at around 200 rpm i figured the iac controller was doing that so i pulled the wire but it quit then, so i tried to re-start it and it was flooded i dont have the shifter boot on it and i could see gas fumes rolling out from under truck, so i held the throttle wide open and cranked it for about 20 seconds and it started to hit and blubber and then cleaned out and run smooth. and every time it shuts off it acts like it floods out, and it don't matter if i shut it off or it quits it does it so if you have any ideas let me know i would appreciate it, you guys helped me out with my last ordeal so hopefully ya can help me again thanks
 
Fuel Pressure Regulator?
 
ok so maybe the regulator has a hole in the vacuum diaphragm sucking fuel into the intake? also i unplugged the waer temp sensor and it dont seem to do it as bad..?
