I changed it out, now the new one is leaking out of the vacum port.
Is this a historicle problem with Rangers.

Mine specifically is a 1997 with a 2.3

The bypass valve is a common problem, but its common for them to get stuck, not to leak through the diaphragm.

Mine orginal one went bad. The replacement is still working. After 10 years of service, I expect parts to go bad or to leak. You may have just gotten a bad heater control valve.

common? yes. With new valves? definitely not normal.
Get that one replaced as defective.

I moved the vacum plunger in and out and got coolant on my hand, hard to believe a new valve less than 3 weeks old is already bad but i have seen it happen before.
