what would be the cheapest place to get a new set of heads for my 99?

The cheapest place is Odessa Cylinder Head in FL, but don't. Myself and a buddy of mine bought some and they are junk, and there warranty is crap. I suggest find a junk set and rebuild them. Also find a local machine shop that deals with motors and see what he can get you.
