HC PPM 1997 3.0 ford ranger automatic

Smog issue HC PPM 15 mph test failure reading is high (63) cause it sputters at around 1100-1400 RPM in and out of drive (on the dino or off) when I pull of the EGR vacume line it smooths out, when I put it back on it runs rough on the slightest acceleration. it seem's as though the vacume line going to the EGR does not have enough suction ?. if you know what this problem could be could you please write me telling me
