Use a long breaker bar, hold it over on the frame and have someone bump the starter over. But first make sure the engine won`t start, just to be on the safe side. Shouldn`t take much, just a quick bump of the starter. In other words.....tell your helper to just quickly turn the key and let off.
You might also consider upgrading your impact, this will take care of the bolt. I have one and there hasn't been a bolt it hasn't been able to remove, including two harmonic balancer bolts and some FWD halfshaft retainers.
Years ago I was using the method I described, I suffered brain fade and had my fingers between the breaker bar and frame, told the helper to bump the starter. Talk about hurting......Lucky it didn`t break my fingers. I knew better...just didn`t think.Soooo, a word to the wise, stop and think before doing something dangerous.
