Hard to start?

I have thi 92 3.0 ranger that will not start if u dont wait till a real slight hum has stopped. I wait till the main buzz/chime quits but it only stays on maybe 10 seconds, but the real light one lasts for about a minute and it sounds kinda like its coming through the speakers. I just put on plugs,wires,cap,rotor,fuel filter,air filter,maf. Any ideas?
 
I also ran fuel pressure and got 30 psi and 42psi with the line removed from the reglator. Would the ignition module cause the starting problem i described?
 
Sounds like your hum could be your fuel pump priming up and 30 and 42 PSI sounds kinda low to me, I think it should be up around 55 PSI, but double check. Check your fuel filter as well.
