Hard Cold Start

I have a 95 Ford Ranger 3.0l and am having trouble starting after sitting for a few hours. I tried a suggestion from a person who said to cycle the key on for 2 sec then off and repeat 5 times and this works, it starts every time. Am I losing fuel pressure and this procedure increases it to the level it needs for starting? Any other suggestions?
 
I pulled the vacuum line from the fuel pressure regulator and there is no gas in the line so I think that is ok. I am waiting for my fuel pressure gauge to get in so I can run some other tests.
 
I changed the fuel filter and I also connected a fuel pressure guage to the fuel rail. I am losing pressure after shutting off the engine, so I have a leak somewhere. I can't seem to find, so it is either a leaky injector or a bad check valve in the tank. Anybody know how to find a leaky injector?
 
Are you getting any codes? I was having trouble last week with my truck where it was starting and either dying or almost dying. Finally threw out a P1507 code. I cleaned the IAC and that didn't help. Replaced the IAC with a new one and that fixed it.

The fuel pump in your fuel tank has a foot valve on it. This valve is the most common failure in cases such as yours. It is strickly an annoyance and will have no other bad results other than the key on first to build up pressure.
You can limit the amount of key on and offs to see how many you actually need. Usually only one will suffice.
The cure is to drop the tank and install a new pump. Some foot valves can be purchased seperate from the pump itself. However I see little gain from dropping the tank and not replacing the pump.
