Gas tank vent?

On the back top part of the gas tank. Is a vent or? I dont know what it is. Im calling it a vent. It has a line running from/to it. What is it? After driving my 87 b2. I smell gas. I look tru the fender well. I can somewhat see the top of the tank. That vent(?) is wet. With gas Im sure? What is it, what does it do?

It should run to a charcoal canister under the hood. It looks like a canteen/oil bottle with two mushroom looking things on the top. Mine was mounted on the core support.

There shouldn't be a normal vent that is open to atmosphere anywhere let alone on top of the tank.
 
85_ranger i think what he is referring to the vent tube that goes from the filler neck to the tank so you can pump gas without it building up pressure and shoot out the filler neck
