Gas Filler (Siphon?)

I have been messing around near the fuel tank on my 2000 ranger and noticed the fuel filler hoses are starting to break down a little and the filler neck is pretty rusted. I don't know I will necessarily mess with either, but being in that area it started me thinking about altering the fuel filler ?valve?... that is assuming that it has a ball valve type assembly in the tank.

Thought I would propose the question to ask if anyone knows if this model ranger can allow siphoning of gas and if it has a ball valve as part of the filler, if it can safely be removed.

I am not worried about fuel thieves and it would be great to not have to worry about filling gas cans for fuel needs around the house.

Anyone know about these tanks and can provide any words of wisdom/caution.
