Howdy folks!

I've come here several times in the past when I have had problems with my truck, and found what I needed without having to post, but alas, that streak has come to an end.

Here is some background info:
A few years ago, a couple of events led me to replace the engine and automatic transmission out of my 92 Ranger with that of the engine and manual transmission out of my dad's wrecked 97 B4000. After we got it done, there were a few issues that I chose to live with:

1.) If the idle air control valve was plugged in, it would rev like a mofo all the time when idling, (somewhere between 2-4k). With it unplugged, it has some trouble staying running if it isn't in gear, but once warmed up it will idle fine indefinitely.

2.) The speedometer doesn't work, the cable for the original automatic doesn't work with the manual transmission, and I simply haven't bothered to replace it.

3.) My dad has a code reader that doesn't seem to be able to read my truck when it's plugged in. It's supposed to be compatible, but simply doesn't spit anything out. (I do not know if this problem occurred before the swap, as we never tried)

4.) The check engine light come on and off, but is mostly on.

Here is the problem itself:
The other day I had to take it in for emissions testing, the first time I have ever had to by the way, at which point it failed miserably, primarily that it was running way to rich. At the time the engine light wasn't on apparently, because the report didn't say anything about it. Anyway, today we have been doing some troubleshooting to figure out what the problem is, but can't get too far because we can't get the code reader to spit out anything useful. Next on the list is to check the circuit integrity of the connector itself. Other than that, basically just wondering if anyone else has had any similar problems or advice. Thanks a bunch, any other info you need I'll try to provide as well.
 
i know from experience if you plug in the code reader and nothing happens, its usually because the cigarette lighter fuse is blown, the obd connector and lighter are on the same circuit for whatever reason. so check your fuses.

It would be really helpful if we had details of the swap. Did you take the dash or no, which computer did you use?
 
Fuses are all good, as for the swap, both the computer and the dash are from my truck, as well as the intake.
