Fuel Vent Issues

Hey guys, I have a 91 Ranger 3.0 that has been spewing fuel out on me when I try to fill it up on hot days. I know it is a vent issue.
I currently have the bed off, as I needed to replace the fuel pump/sender assembly.
There is a small plastic piece in the top of the tank, and from what I have read it is part of the evap system.

Could this be the piece that is causing the issues? I have also read that the filler neck could cause it too.
Supposedly there is a tube inside of the neck, but I don't seem to have one, or even know where it would go.
Any insight here would be awesome, since I really need to get this bed back on.

There should be a large tube that goes to the filler door on the bed for gas. then there is a smaller one right next to it for the vent. and you can drop the gas tank without removing the bed . . .
 
That makes sense, I saw a small opening in the fuel door area that must go to the vent. Thanks for the advice. The next fun part is tracking down a new filler neck, as it seems nobody carries them any more.

Oh, and I know you can drop the tank without removing the bed, but this method is MUCH easier. Especially if you have a buddy to help take the bed off, and no jacks to lift the truck properly. :icon_thumby:
