Fuel tank venting...

Are the fuel caps on these vented? So as the tank level goes down, air is let in as to not create a huge vaccuum inside the tank?

Or is this handled thru the EVAP system?
 
Fuel cap has a bi-directional vent to prevent vacuum or excessive pressure due to running the vehicle or changes in temp.

The other day I opened my fuel cap and it let out a lot of pressure. Sounds like the cap is bad then? I didn't screw it on real tight after that and it seems to not vent as much when i open it. Besides the cap, is there anything else I should take a look at with the fuel system that would cause such an issue?
