Fuel System Question

I have an 88 2.9l ranger 2wd & there is a plastic "cup" outside the fuel tank beside the filter. What is this called? Is there a Ford part # for it? is it needed? It's all beat up & leaking fuel, can I replace it with another filter or bypass it altogether?
