Fuel Pump wont stop running

Hi i have a 94 Ford Ranger 4x4 Manual 4.0L splash and my fuel pump wont shut off. we hooked up the fuel pressure gauge and it reads 32 psi I was told by ford operating psi was 40, I changed plugs, wires, relays, fuses, fuel pump, fuel filter, and fuel pressure regulator. It still wont stop running. I have to cycle the key and it takes me about an hour to start it. I just received new injectors in the mail. I keep hearing a hissing noise from them. does that mean they are stuck open and dumping gas? it burns so rich it burns your eves if you stand around the truck to long. what should i do?
 
Turn it off, get a spark plug off and inspect, if plug is wet, clean it and put it on, turn the key on without cranking and then turn it off, remove the spark plug again and inspect. If the plug is wet, the injector is stuck open, do that procedure with all the spark plugs to find which injector is the offender.

Once mine started running all the time and would drain the battery. Guess I wasn’t hearing it running as I got out or my BII. When I finally figured out what was draining my battery I started pulling the fuel pump relay every time I would get to where I was going. My issue was an electrical short. I had installed a sheet metal screw right into the a wiring harness and it just happened to break the insulation of one wire, the fuel pump, and cause it to ground. There were days it wouldn’t ground it, then other days where it would for days on end. Took forever to trace that down and find it. Good luck with yours.

Had the same issue on my 2.3 a few weeks ago ended up being the brown relay beside the pump relay. I changed plugs,wires,crank sensor, coil packs, computer, ignition module for a 25$ part lol
 
It worked

The injectors were the problem i pulled the old ones from 1994 and put new ones in. now i just have to get this dang fuel rail back on.
