fuel pump runs with key off


What year truck is it?

The simplest cause would be the fuel pump relay being stuck closed.

its a '91 with the 2.9, where would the relay be?
 
It's under the power distribution box, in the engine compartment. Should be the last relay, toward the rear of truck.
