Fuel Pump Relay causing Fuel Pump Shortage?

Hello, I have a quick question for my 1988 Ford Ranger Custom that I'm working on. It hasn't started in months and I know it has something to do with the fuel system but I can't figure out what it is.
Before I replaced the fuel pump relay, it was working fine and I had recently replaced the old fuel pump assembly with a new one. Once I replaced the old relay with a new one, the fuel pump wasn't working properly anymore, and the truck wouldn't start.
If I wired the fuel pump relay incorrectly, could it have caused the fuel pump to short out or not?
 
Fuel pump won't short out, but it will not get power if wired incorrectly.
 
You can use the fuel pump test port on the ECM diagnostic port to trigger the relay and turn pumps on for testing.
