Fuel problem question

Ok after going over and over this truck its starting to seem like a fuel problem. It does not want to start lots of spark and fires with starting fluid. The fuel pump is engaging, and it has a new filter (first thing we tried). All the spark plugs are white as in lean no fuel. It seemed like there is pressure at the fuel pressure regulator but the fuel pressure bleeder (not sure if that is what it is called hope you know what i mean), is just trickling gas. We reset the enertia switch. Now I'm not sure about these fuel pumps if they can just start to act faulty or what? Any ideas or info greatly appreciated, thank you in advance.

The fuel pressure at the test port should be such that if vented it will sqirt out and hit the ceiling. sounds like the fuel pressure is low. what motor is it by the way?
