Fuel pressure regulator

Both of the ford dealers in Albuquerque told me that the fuel pressure regulator is on the fuel rail. But from what I get here and at auto parts stores its built onto fuel pump. Can the dealers be such morons.
 
I assume you told them the year of your Ranger.
Starting in 1998 Ranger's were switched to a "returnless" fuel system.
The fuel pump in the tank can only produce 60-70psi of pressure so that is in essence the pressure regulator/limiter, it also has a Back flow prevention valve in the fuel pump assembly so pressure is not lost when pump is off.

The fuel rail does have a Pulse Damper to keep pressure from jumping around as injectors open and close, it has a vacuum line attached in case of a leak in the diaphragm, so fuel would be sucked into intake and not leak onto hot engine or exhaust.
