So when im putting gas in some leaks out from the connection of the fuel neck hose to the tank, 1. is this common? 2. is this a seal issue or would I need to replace the filler neck?

it is extremely common unfortunately.

you will need to replace the filler neck.

Get it off of ebay for about 40 bucks and pull the bed for easiest replacement. Make sure that your filler neck is for the type of bed that you have, as they are different for stepside and fleetside beds.

Replaced mine a couple of years ago.dropped fuel tank rather than remove bed. My way need to unscrew 3screws at top of neck where attached to bed of truck. Remove strap holding up fuel tank (make sure to have length of wires and fuel lines to truck to drop tank). Hayes repair manual helpful.

If you don't live in the rust belt dropping the tank wouldn't be too bad. But like you said, you need to watch the fuel lines and wires to the fuel pump.

On my truck I also have a skid plate. so the 6 bed bolts and wire harness were a very much easier option. (took me longer to remove my bedliner than it did to remove the actual bed from the truck)
