Fuel Meter on empty

I have a 1994 Ranger XLT 4 banger 2WD, manual trans and it's having problems with the fuel indicator. At times the fuel level will be all the way empty and other times it will be half full and other times it will show past the full mark.

How would I go about fixing this. It doesn't sound like it's the flotation device in the gas tank that is bad?

Any suggestions?
 
This happened to my 93 when I bought it. The gauge was bad. I would pull out the cluster, check to make sure the fuel signal is a steady ohm reading (to prove that it isn't the sender/wiring), and then go to a JY and get a new cluster. If you don't have one with a tach, now would be a good time to upgrade. You need a cluster from a 93 or 94, and a 1st gen Explorer should work as well.
