Thank you so much I changed the way I was doing it and used a screwdriver to push a little bit before using the tool and it workedIirc, there is little metal fingers that point down into the fuel line. When you push the tool into the garter spring the spring forces the fingers up releasing the fuel line. If the tool isn't pushing the garter spring back far enough the fingers won't release. Perhaps using a small screwdriver to push the spring back and try to work it around as deep as you can. The idea is to move the spring to dislodge any dirt, not to actually remove the line.
Also, you need to push in on the tool and at the same time pull the line out. Sometimes pushing the line in first before pulling helps the tool push in enough to lift the fingers.
These fittings are a real pain....
