Fuel gauge problem

My fuel gauge on my 88 2.3 says full all the time. I pulled the pump out of the tank and checked the ohms.Where empty should be with the float down it reads 120 olms and where full should be it float pulled up it reads 240olms. WHATS THE DEAL? any ideas?
 
open wire. Ohm out the signal line from the pump to the cluster.
