fuel gauge issue

Just bougt my first BII and the fuel gauge isnt working. I read some of the posts on here and a lot of the posts talk about an access panel . Is this an access to get to the float without dropping the tank? Where is it how do I make one? Saw etc. Any pics? I guess the first thing I do is check the float for holes and replace it. Correct?
 
I replaced my in tank fuel pump not to long ago, I just dropped the tank, pain but I think its better than cutting a dust hole in my floor. When I got the pump out I noticed lots of crud in it (pump was froze) and had the tank boiled out. took the sending unit completely apart and sanded all the contacts up and made them have good contact replaced the float. and the thing works great now. If you take the plastic trim off between the top of the bumper and the body the connectors are easier to get to.
