Front bumper mount replacement

Is it possable to remove the rivets that hold the front bumper mount with a good chisel and hammer? I can't get my cutter out to the P-N-P so this would be my best bet. One of the family members hooked the bumper on a pole and pulled the bolt through the hole enlarging it, so I can either replace the mount or try washers which doesn't sound like a very safe idea.

no clue what you talkin about..... RIVETS?
 
Pretty sure those are carriage headed bolts. The bumper is not held on with rivits. Unbolt the brackets from the frame, remove the whole assembly, and you will see where to take the bolts loose.
 
The bumper is off. That is not the issue. The frame end that it mounts to is what is broken. It is held on with 4 (?) rivets. I suppose it could be called a braket, but I wouldn't see it as such.
