In 2004 Rangers got Digital Dash/cluster, called an HEC
Each cluster is "married" to its engine computer at the factory, this is to prevent people swapping in lower mile odometers, a common issue on 2003 and older Rangers
A Ford Dealer usually needs to swap in a new cluster in a 2004-2011 Ranger, so they can "marry" the new cluster to the old computer and MATCH the odometer readings
Same thing if you needed to swap in another computer in those years
Not sure Forscan can do that "re-marry" maybe, but not sure, its not strictly a PATS issue, although PATS module IS part of the cluster so for sure would need current PATS keys to be added, need at least 2 keys with different numbers
But the cluster also needs to be "matched" to computer
