failed inspection

this is the second time i failed inspection for emissions, im in NJ. the plugs were just changed last week, oil was last night, pcv valve was cleaned last night, fuel filter is new, cleaned the iac. im stumped. i failed for carbon monoxide being to high, anybody have any ideas? would be much appreciated. thanks!
 
Could be the cat is a hair off.

The efficiency of the catalytic converter could be slipping (under performing), but not enough to trigger the MIL.
 
You could remove the cat on a 1993 and the PCM will never know, because a 1993 is two years too early to have a Cat monitor sensor.

So a Malfunction Indicator Light isn't even a possibility.

Oh. I didn't even notice the year. :D
 
would plugging up the pcv valve help?
