Faded black wheels

I have these wheels

no matter how much i clean them they are not glossy except my back left wheel, if the water can make it look better do you think clearcoat is a good idea?

Depends on what you want. If you wheel alot it probably won't last long. You try to buff them out any? Or powder coated if you really like them. It's not that expensive anymore.

I just buffed out a set of D windows, they aren't showroom but they shine. Otherwise a nice coat of new gloss rattlecan paint, that is cheap and you can do it again and again and ...

A quick solution is to use Pledge natural furniture polish. The shine will last for a week. Just wipe off the residue so that it won't collect too much dust.
