explorer hubs?

Are the hubs located here, http://www.therangerstation.com/tech_library/99hubswap.htm manual hubs or are they just locked all the time like the newer rangers?

and with that being said are these http://stores.channeladvisor.com/Auto-Parts-Direct-To-You/Items/4110302-515003-Explorer -NT? the hubs to use?

The first link is describing how to swap out the vacuum locking hubs for the older style. So no, they are not "live axle" like on 2001+ newer rangers.
