Electrical Woes - need help

Today I got my new wiper/signal switch in the mail today, pulled off my steering wheel, installed new switch and my wipers still don't work on any of the intermittent settings. The only setting I have is the fastest one. All other functions work - windshield washer fluid button, signals, high beams, hazards, so I'm betting it's not the switch's fault. I know sometimes people wire the wipers so that only the high setting works if it's a mud truck or something, so I might need to reverse something the previous owner did. Anyone have any ideas what to look for next?

Also while the steering wheel was off I took a look at my cruise control blade contacts and all the wiring up there looks clean as far as I can see. But my cruise control doesn't work at all. What should I look for?

I've checked all the fuses and they're all OK.

My 94 Explorer sport had the same issue (when I bought it) I sold it now and never got a chance to bug with that, but I would think the next place to look would be a relay. The motor obviously works, the switch is brand new, the wires from the switch have to be good (as they activate the motor to High) So you'll have to start by finding the relay.
