Pull the driver's switch and start troubleshooting from there. Check for both power AND ground going into the switch. If one or both are not present, trace and test the wire(s) back to the source, looking for an open circuit. Use a voltmeter, or test light.
If both power and ground are going into the switch, then check for both coming out of the switch when it's operated. If both aren't coming out, try cleaning the switch with contact cleaner before replacing it. Do the same test for both the driver's switch/window, and the passenger switch/window.
If power and ground come out of the switch when it's operated, the most likely problem is an open circuit, either a broken wire or, or in the case of the passenger side window the other switch (the one in the passenger door) could be bad. The driver's side goes straight down to the motor from the switch.
Both windows not operating at all is usually an open circuit on the power or ground feed that's going into the driver's door switch, or a bad switch. A common place for a broken wire, is in the wire loom where it goes into the door (a lot of flexing takes place there). A lot of times the copper wire breaks inside the plastic insulation, making the break tough to spot. The switch itself can sometimes be cleaned, or else it needs replacing.
It's really a simple power window system on a truck that vintage. Check the tech library; a schematic would be a great help. Good luck.
