Electric shift T-case problems

I have the electric shift t-case and according to the switch assembly on the dash it is stuck in 4x4 low. But it isn't... I took the motor off and it was in 4x4 low, so I manually shifted the t-case into 2 high and verified that the front drive-shaft was now disengaged. I checked the switch assembly and it still thinks the t-case is in 4x4 low. I put a whole new motor/sensor assembly on and the switch still says 4x4 low even though the t-case is really in 2 high. Do I have a switch problem here or a sensor problem. Also, I can't get either of the motors to actuate using the switch. No matter which button I push the lights go out for a second and then come back on indicating 4x4 low.

Any ideas would be helpful.
