2.3L ('83-'97) EGR solenoid question

2.3 Liters 1988.
Hi, everyone. My truck has the EGR system disconnected, and it's working without any problems. However, I want to pass the smog test, so I'm trying to make the EGR system work again.
I have the EGR solenoid - as shown in the pictures - but it has no hose connected to it. Both electric connectors, grey and black, receive a 12V while the truck is on. I jumped it with the truck battery, but it does not make any sound, so I'm assuming it's not even working. Does anybody have any idea how it is supposed to be connected to the EGR valve, and if I can replace the old solenoid with a generic one? I already bought a new EGR valve with its position sensor and connected it to the intake manifold. Any help will be highly appreciated.

Both terminals on each connector have continuity

I'm not sure how it does what it's supposed to do without any hoses connected. On my 94 the solenoid opens or activates when the engine reaches a certain temp and allows air flow(?) from the canister back to the engine to burn off any excess gases - I get that this is primitive explanation and is prolly at least half wrong - but the experts will be along and jump in to help more. So with no connection to the canister via hoses...? I am just as curious to find out as you.
