EGR issues

Hey guys Im having EGR issues on my 93 Explorer and cant get it to pass smog. If I apply vacuum to the EGR while idling the motor almost dies so I think the actual EGR is OK. I replaced the EGR vacuum solenoid (plastic black thing with 2 vacuum lines and electrical connector back of engine area) and still throwing a code 32. I hooked my vacuum gauge up to the line that goes from vacuum solenoid to the EGR and get nothing. Where should I check next? The engine is running clean enough to pass the sniffer test but I cant get a PASS with Check Engine light on and EGR not working properly.

Ok, green vac line to the valve ("The EGR" is the whole system, the part you are referring to there is the valve), shouldn't have vacuum at idle. You should have it on the red line, make sure you do.

If so:

If the control solenoid is new, you may have an issue with the control circuit. Key on, check for power on one wire of the solenoid's plug. If you have power, put it into an engine running self test using the procedure in the tech library. Hold your finger over the green hose to check for vac during the test. If you get it, you have a sensor issue.
