EGR issues even with all new parts???

I have a 1996 Ranger with the 4.0L and an automatic.

After replacing all my EGR system's functional parts (yes, ALL) I'm getting high EGR flow codes and my truck is idling horribly.

Some snooping around found that the EGR valve vacuum line is always pulling a very slight vacuum, opening the valve fully, even at idle. It seems my brand new EGR vacuum solenoid is allowing some vacuum by at all times, enough to open the valve at least. When the line is off my EGR valve, the truck runs perfectly, no problems.

The solenoid always allows vacuum by, even when disconnected from the wiring harness.

So what I need to know is: How can I tell if my brand new Vacuum Solenoid is bad or if this is a computer problem?

*I replaced the EVR vacuum solenoid with a lifetime warranty duralast one from Autozone. The new one is about twice as heavy as the other new one from advance auto parts. After the install, everything functions correctly. No idle problem, no engine codes. Seems the one from advance was dead on arrival!*

I believe you are referring to the pressure feedback sensor. Are you sure you didn't swap the two hoses around?
 
As far as I know they are correct. I don't fit how they would fit backwards anyways, one hose is larger the other. The larger hose connects the two larger, rearmost ports and the smaller hose, the smaller, forward ports.

Also, I am referring to the vacuum solenoid towards the rear of the engine that controls how much vacuum the EGR valve gets.

I wonder if the problem could also be caused by the EGR valve opening too easily? EX: fully open under nearly no vacuum.
