Just use a stock EGR gasket, and get a short flat steel bar wide enough for gasket, drill two holes and you got a cover plate.
If you have the EGR valve then unthread the pipe and get a threaded plug for that hole and put EGR valve back on.
EGR system prevents engine from pinging/knocking on regular gas, while it is for emissions, the anti-pinging properties allowed for more advanced spark timing so more power and better MPG.
Long term cost of having to buy higher octane fuel vs fixing EGR system needs to be considered
Just to give an update. I ended up cutting some metal off an old riding lawnmower. Cut it to shape. I used the EGR valve as a reference to mark then cut. I then used a table grinder to smooth the edges and grind the paint off. I then primed it and painted it with 1200° paint. Here are some pictures.
