dead short some where....sorry.
as to where :dunno:

It may be the EEC relay is fried. The coil part of it that is used to actuate the relay may have gotten cooked.Mine also had a diode mounted on the coil, it could have shorted. Not sure what the diode shorting would do because it isn't on the schematic. Try running two wires from your battery to the two small pins on the EEc relay ( unhook and remove it from the truck) switch the positive and neg. wires because it will only pull one way (I think maybe the diode polarizes the relay). You may even be able to tell if it's fried by smelling it.

If you have been poking around under the hood lately, you may have pinched a wire.

I'm chasing this same problem on my 90 4.0 Ranger. There is some pretty good info on here if you keep searching the site as to what could be shorting out. this is one link I have started reading http://www.therangerstation.com/forums/showthread.php?t=58630 It will give you an idea of what all that fuse is connected to. Hope this helps...

I realize this thread is very old, but no one ever posted a fix or their fix to the problem. I hope to resolve that. I chased down the wiring and just unplugged everything that is supposedly on that circuit with the 30 amp maxi fuse.
First I unplugged the EEC relay plug and the fuel relay plug, as well as the WOT cutoff switch. All three are located on the passenger side fender under the hood, located directly underneath the fuse box. (I unbolted the fuse box from the inner fender so that I could get good access to the plugs) I unplugged the MAF, the canister purge, IAC, PCM, and both plugs on the drivers side of the A4LD Auto trans. Then I plugged the fuel relay in and checked if it blew the fuse. It did not, so I hooked up one plug that I had disconnected at a time until The fuse blew. It turns out that the problem was the converter lock-up solenoid inside the trans. I ordered one from my local parts store for $26.00. Once I get it changed out I hope to update you all on the level of difficulty.:D
