E brake drags?

The emergency brake on my truck feels like it drags even with the pedal released, and it doesn't grab any harder with the pedal down. I believe it to be the cable but I am staying in a hotel right now with no garage access coming up anytime soon and just basic hand tools. I don't care if I lose my e brake for now. Is there a way to fix this easily? Thanks.
 
You can try giving the e-brake cable a few yanks (it's right under the driver's door in case you haven't figured that out)...but don't spray anything in the drum...it's easy enough to remove the e-brake cable, but if it's sticking on you can also try spraying WD-40 into the rear cable from outside the drum...or just soak the whole coiled part with WD-40 and yank on the cable a few times...usually loosens up after a while...mine did...till I replaced them with new ones...
 
crawl under the truck. find the stabilizer(where the 2 cables for each side meet). and make sure its straight and not crooked and stuck

it should be in the shape of a Y
