Well... a bent shock would do it. but that woud most likely cause a performance issue also... and fluid leakage.
It could also be a bent or mis-aligned dust cover. If it isn't leaking... try tweaking the dust cover a bit to clear the shock body.

You can also cut off the metal dust cover and install a rubber shock boot.

Upper rubber might be compressed too much and squished out. Maybe remove the top mount and place a 3/8 washer behind and put the shock back on, that might be enough to give it a small alignment.
