Drivebelt Tensioner Junk?

Noticed my drivebelt on my '95 4.0 (non-AC if it matters) was looking pretty cracked, so I went to replace it. While getting ready to put the new one on, I thought the tensioner looked funny: the upper mount part was sort of "angled". Initially, I was thinking that the part I show here in the pic should be sitting tight and I should not see any of the whitish plastic. Then I thought maybe its supposed to be that way, because its designed to flex some as the belt moves. So the question is: do I have a junk tensioner or a perfectly-working piece of fine Ford engineering?

Junk. Is it even spinning? The tensioner on my 93 does not look like that.
 
It done. Replace it.
 
my 97 did the same thing a few years ago. 40 bucks at O'reilly's for a nice shiny new one. took about 20 min to replace.
