Dodge Dynasty Speedometer?

The Speedometer on my grandmothers Dodge Dynasty will work fine sometimes and sometimes it jumps to 95 or 100mph. It does not matter what speed i am going when it does it. I think it might be the Voltage Regulator. But would it run off the same 5v regulator as the other gauges do?
