Diagnostic Connector Was Cut! (I think)

I'm driving an 87 Ranger 4x4, auto w/ 2.9 of course...

My truck has been having trouble with its idle and running a little rich so I went out to the truck to find the diagnostic Plug and I found that it only have one Red wire hooked to it...The other small Grey plug (output right?) is fine. On the back of the main plug, It has the red wire and the ground has been corroded and broken off or cut. Shouldn't there be a LOT more wires attached to this?

I checked my Haynes manual and traced the wiring diagram but from what I see, it only shows the one wire going to the output and thats it.

So, what should be attached to the plug? I cant find any more wires under the hood just floating around...

yes ...these are the colors for my 86'

self test out=red wire
Sig-rtn= Black
fuel pump=Green

separate plug Self test In= white with red stripe
 
Thank you very much. I've read through the link you gave a million times before and I didnt notice the arrows pointing out what goes where.

the only question now is why would someone cut them and if they are there somewhere, where do they go? I assume back to the CPU? Is the sig-return black wire really a return or is it just a ground? That may sound stupid but I'm just wondering incase I cant find it anyware...

I've been looking and I cannot find the signal return wire. Does anyone know the typical route this wire takes? I assume it goes through the firewall through to the connector. Does it go through one of the wire looms? I looked but I'm having no luck at all....
