Diagnosing 4x4 trouble

I am trying to figure out where the problem is on my 4x4. It is a 1998 Ranger with a 4.0L automatic. It is supposed to be a high of 0 degrees with a windchill of -25 this weekend. I got use of a buddies garage and a heater for a few hours so I gotta get a lot of ideas to look for. Here's what I have what should I look for.
-Lights come on when in 4hi and 4L.
-Can hear transmission gearing down.
-I manually locked the hubs, and the CV shafts turn when the truck is moving.
(wouldn't turn if not locked correct?)
-Just had transmission rebuilt, something could have gotten unhooked/set up wrong on transfer case when removing transmission?
-No power to front tires at all, either side.
-Can the front driveshaft move even if it doesn't have power? i.e. problem in transfer case?
-Any way to diagnose if transfer case motor is shot?
-Cellonoids, fuses, other motors, differential, anything else to look for?

If the truck is in 4wd with the hubs locked in and in gear, niether driveshaft should be able to turn manually(your hand twisting it),if the Front shaft turns when in 4wd and your cv shafts don't turn, could be a transfer case issue, not going into 4wd, if the driveshaft turns and in turn turns the cv shafts, but the tires dont turn, could be a hub not locking.....

Put it in 4wd, jack up the rear end, put it in gear, see what is not turning.
Don't crawl under it! look from the side, Don't get your head near a tire.
