I just completed the swap from dana 28 to 35. I never give the rubber bump stops any thought and left the original ones in. Now upon looking I just have a small bit of clearance .
the ones on the donor look shorter.
can someone confirm if they need to be changed or cut off ?? if so how to change or cut off ?

The "bump stops" are PART of the spring system! The axel is intended to USE them in the normal course of hitting bumps.
If the ones in use now are longer than the ones that came with the donor axel you will have a regular ride with the exception of BIG BUMPS. Now the axel will encounter the stop before it was intended.
I prefer less movement in an axel. The makers intend to have as smooth a ride as possible for the benefit of the ladies that might be involved in an off road ride.
Personally I would give it a few days and make up my mind after a ride or two. If I liked it then they would stay in there.

I got out and parked her on a level spot and the driver side stop was setting on housing preventing the shock from working downward.
so with a sharp razor knife I cut both off 2"
they were quite a bit longer than the dana 35 donor trk.
everything is good now.
