D35 TTB Shaft movement

I just bought a 93 ranger stx with the d35(manual lockouts) in it and I could use some help. The passenger side axle shafts are moving enough to come out of the splines on the lockout so I lose 4x4. If I lock the hub, I can push/pull on the stub shaft by the u joint to make it move in and out of the lockout. I noticed the seal around the stub shaft is shot and it looks like the radius arm mounting brackets are new. Im new to the TTB, are there adjustments that need to be made(possibly due to new mounting brackets) or is the seal needed to hold the shafts? Thanks for any help!
 
After doing more researching, it sounds like my C clip could be missing. Sound right?

personally I'd just add an external c-clip eliminator and be done
look in the tech library for that write up. It's a spring on slip joint where the 2 shafts connect for the passenger side.

What I think he means is that his c-clip on the STUB shaft to hole the shaft in place is missing
