one of my clyinders is putting out quite a bit less power than the rest. (i already know why) i was just currious if that can effect the harmonic balancer at all? or make it go out?

Age wears out the damper pully rubber if its bad it needs rebuilt or replaced.

I wouldn't think a mis-fire would cause an issue with harmonic balancer, even over a long period.
The woodruff key can be sheared off, but I wouldn't think just a mis-fire would cause that.

As said the rubber damper between weight and hub can deteriorate, could be from chemicals spilled on it over the years or air quality(I know in SoCal older rubber deteriorated quicker than in Oregon, lol)

The rubber in the damper may have been getting bad and the extra vibration from a skipping cylinder may be all it took to finish the damper. A good damper wouldn't be quickly trashed by an engine skip.
