I know this is going to sound nuts but have you checked to make sure that your 3rd brake light and the 2 side brake lights are working? I believe the circuitry monitors the amperage in the brake light circuit and if the current isn't there it will not let the cruise engage. It's OK to laugh at me, but I found my 3rd brake light bulb out, replaced it and the cruise began working. Worth a try....
I finally got cruise control working again on my truck this week. Long story short I swapped out the little green box that is behind the dash above the glove box. Its some sort of amplifier board. It was real easy to change, 2 plugs and 4 screws and I got one for $10 from TOPDOG2007 who is parting out his old ranger.
Now maybe I can start being happy to drive little red again after years of aggravation!

If it is leaking and oily with brake fluid everywhere, that is your culprit. It is the brake sensor that cuts the cruise control when you hit the brakes. There is actually a recall out b/c its a fire hazard and your Mazda Dealer should replace it no cost to you (other than your time).
Even if it isn't leaking tho I'd replace it and see if that fixes your problem (its like $20 from Kragen).
Mine went out and thats when I noticed that my cruise control wasn't working. If its failed then it can't complete the circuit to let the cruise control come on, even tho there isn't technically wrong with the cruise control; whats wrong is with what turns the cruise control off, and we want to be able to turn the 'cruise off....we don't want to be in the same boat as all those Prius Hybrids.
FYI, Rock auto parts sells a new reman cruise control module for like $65, the used one I bought for my truck worked for about a month then it died too, the auto parts stores wanted like $300 for the exact same one Rock sells for like $65.
