Cruise Control Module/Amplifier

I've had this truck for a while now. I got It back from my son and the cruise control has never worked. I found out the green box hanging down in the glove compartment is the cruise control module/amplifier. Where is it suposed to go under the dash and is it suposed to be grounded? Could this be the reason the Cruise Control does not work?
